PHP is said to be more scaleable than RoR, (we use PHP with Zend Framework) and like Eclipse/Zend Studio, but many say RoR is easier to learn.

The zend engine rework coming later this year in php7 gives really promising performance boosts and some other niceties like ASTs.

You can use PHP for a simple straightforward style, or for an abomination like zend.

Or would I be better off with something like Zend Framework if I had to choose?

I next looked at Zend, as many of the apps I developed for (Joomla, WordPress etc) were PHP apps, and therefore it made sense to go with what the Zend Engine people created.

I think Zend / CodeIgnitor were the two fastest, followed by symfony.

PHP/Zend Framework is not the easiest but you might want to consider it.

I immediately assumed it was a CDN by Zend, which seemed like a reasonably trustworthy domain.

I have worked with multiple CMSs including Wordpress and Concrete5 as well as non-CMS frameworks such as Symfony and Zend.
