This is why I'm assuming jeffasinger has proposed a blimp or some form of a blimp to get this accomplished.

I bet the answer is yes, if Lighter than air (blimp) designs are allowed.

At the time there were two huge WW2-era blimp hangars there, one of which housed a company building a blimp that had a rather novel solution to this problem.

This means I'd need somewhere the blimp could find as home to land on.

Surprised that nobody mentioned blimp's usefulness for real-time tracking of crowd of revolting citizens in streets.

Also, there's always going to be some wind aloft pulling the blimp away from its anchor.

It's also probably a lot easier to capture a ping pong ball than a blimp.

The blimp itself was neutrally buoyant and had four wing-like rotors with propellers at the end; the whole unit spun slowly.

Probably they'll keep their detection areas overlapping and take down one blimp at a time...
