To head off the common rebuttal of "maybe they wouldn't have any interest in it," with more advanced technology smaller and smaller groups of individuals would be capable of instituting such a project, to the point where any high school kid with a synthetic biology kit and some toy rocketry kits could colonize the entire universe (owing to relativistic effects).

Meanwhile, we have not gotten up to the level of talking about interesting hobby material (rocketry or electronics or programming), nor to the level where the "humanists" ( or even most scientists ) can competently understand scientific concepts essential to public life, such as the Greenhouse Effect, cognitive bias, or p-values.

Rocketry and electric cars don't involve too much advanced physics and he has top notch experts working for him in all the relevant fields.
