Has anything changed with the section 122 rates, especially considering the $800 de minimus exception won't be reinstated?

Anything verbatim is de minimus or more likely filtered out through the lens of the above doctrines.

De minimus is when you only use a small portion of the lyrics, so it is not considered infringement.
