Seems ideal to have one comm system for low and high altitudes, but at least there should be at most two and no gap in coverage.

However at some point, I expect some kind of approval body that would vet an autonomous car comm, similar to GSM for example.

Though the TCL/TK combo for some has always been appealing and simple enough to work and come across it in area's for comm's to nice display interface and medical data processings.

You can create relays as well (usually the first thing you do is to launch a geostationary comm network over the home planet), and the mod can account for the speed-of-light delay if you so choose.

Something possibly like a centralized flight plan, that's given an ack/nack/patch, and then the drone flies that plan on its own without needing constant comm like today's aircraft do (more like IFR plans where you're expected to complete the entire cleared flight plan, to the minute, in a comm failure).

I would say if it is anything internet or connectivity wise externally in any form comm wise, then you have to plan for maintenance from a security and protocol changes aspect over time (thinking transaction data formats).
