Any time you are doing something criminal for money, that takes it far outside the realm of "private criminality." It's racketeering.

Racketeering and money laundering seems to be the Fed's catch-all charges for "Your users may have been committing crimes" - the money laundering might come when you take money from 'criminals', at a guess.

These people cheated to keep their jobs and get (minor) pay raises - by definition they cannot fight back so the full weight of the Criminal Justice system (Racketeering Laws - typically used against Mafia figures) was used to toss some of them in Jail for upto 20 years!
