Reading the article, the wall is referring to the heliopause, which is the boundary past the heliosheath.

The heliopause is a pretty reasonable way to define the edge of the solar system.

The outermost boundary of the sun is regarded by astronomers as the heliopause.

This is where the million-mile-per-hour solar winds slows to about 250,000 miles per hour—the first indication that the wind is nearing the heliopause.

Voyager 1 crossed into the heliopause a few years ago - it's way beyond the orbit of pluto.

Say we have a fleet guarding Earth from the edge of the solar system, by edge I mean at or near the heliopause.

We haven't had any need to try, unless one of the missions to specifically study the heliopause-interstellar area happens.

There were plenty of unknowns regarding the heliopause and the readings before and after crossing it[0].
