The quote is from Critique of the Gotha Programme, a critique of a draft programme of the United Workers Party of Germany.

The former is a cadet branch of the German House of Hesse, and the latter is a rebranding of the extremely German Haus Sachsen-Coburg und Gotha (and of course right there is a triple-barrel name, Sachsen-Coburg-Gotha.

The entire tax system is designed so parasites descended from thugs like the Duke of Westminster or Charles of Battenberg-Saxe-Coburg und Gotha never have to pay property taxes on their extensive land holdings.

So much so that Marx spent a lot of time criticising this idea and tearing it totally apart whenever someone raised it (Critique of the Gotha Programme has a substantial section on this subject).

Though I'll note that already before Bismarck, the socialists largely didn't oppose state involvement - Marx famously lambasted the Gotha program of what became the SPD in part for their willingness to trust the state.

In Critique of the Gotha Programme, for example, he harangued the now SDP for arguing for free state provided education, on the basis that he argued it was rather the Prussian state that had a severe need of being educated by the people.

The funny thing is that Marx wanted the working class to be armed, and in Critique of the Gotha Programme, he called out the US school system as far preferable to the state-controlled school system proposed by what is now SPD (he argued the Prussian state was in need of an education by the people and shouldn't be put in a position of providing an education to the people).

The "welfare entitlement" comes from the social democrats - the beginnings of which were the main influence Marx was arguing against in Critique of the Gotha Programme.

In "Critique of The Gotha Programme" he skewered the idea that communism involved equal pay, by pointing out that this would be extremely unfair: People have different needs.

In Critique of the Gotha Program he outright ridiculed what is now the German SDP for demanding that "the proceeds of labor belong undiminished with equal right to all members of society".

In the Critique of the Gotha Program, he wrote: "Further, one worker is married, another is not; one has more children than another, and so on and so forth.

Even Queen Elizabeth II’s family originally carried the name Saxe-Coburg and Gotha, changing it to Windsor during WWI to sound less German.

Whereas Mountbatten was formerly called Battenberg (since Germany declared war on them in WW1), and for the same reason Windsor was formerly called Saxe-Coburg and Gotha.

I'm not sure that Elizabeth Saxe-Coburg-Gotha would approve of that plan.
