It's not really about politics, it's about the cognitive basis behind people being gemeinschaft or gesellschaft.

The Gemeinschaft approach works here because you need to contribute back to the society in order to reap it's benefits.

Or a democratically run government can't agree on whether the society should be gemeinschaft or gezellschaft.

In practice though even if a society shifts from being more gesellschaft to being more gemeinschaft, there are a few different forms this can take, not all of which would ameliorate the problem.

For example if you used to get through the winter by collecting fallen wood from the nearby forest (because the Gemeinschaft was allowing it) you cannot do that anymore (because the Gesellschaft is now forbidding it), you'll most probably have to rely on direct financial help from a State authority (in most of the cases local), move out or die out freezing.

It's the same reason sleep away camps on the east coast were/are disproportionately jewish -- you're drawing from the subset of parents with enough money to send their kids, but who aren't allowed to play golf or whatever, and share the same set of post-holocaust gemeinschaft ideals.

In Dutch for example "community" or "gemeinschaft" translates as (the never used word) "gemeenschap" which besides many vague things also means having sex.

It also gets more similar in Dutch: "-schap" Gemeinschaft -> gemeenschap Freundschaft -> vriendschap Gesellschaft -> gezelschap But in the case of "survivorship", the German equivalent doesn't include "-schaft".

I think it has something to do with the Gemeinschaft–Gesellschaft dichotomy from German sociology.

Gemeinschaft <-> fellowship, Gesellschaft <-> companionship, Freundschaft <-> friendship...

That, and the contrast between 'Gemeinschaft' and 'Gesellschaft'.
