What is the difference between silicon and gallium nitride that makes silicon default to off when the circuit is broken and the standard GaN transistors default to on?

You could probably do it with some sort of Gallium alloy, safer than mercury and more conductive.

There are other materials to make chips out of besides silicon, gallium arsenide and carbon for instance, each of which has different scaling properties.

I guess the idea here is that although there are still cosine losses because the panel as a whole doesn't rotate, it can be comparatively cheap and efficient because the total solar cell area is much smaller than that of a standard non-concentrator panel, and so high-efficiency gallium arsenide cells can be used.
