I think Eloy did a great job in general and the popularity gained speaks for itself.

Some municipalities are passing ordinances preventing Solar, for example, Eloy AZ would remove water rights to farmers who install solar on their property [1].

Although I do think Google's Eloy buses are pretty repugnant and they would be viewed more favorably if they contributed something to public transit.
