I haven't been to Durban lately, but my understanding is that the broader SA economy has been under pressure (high unemployment, etc.), and that can hit smaller/local businesses first.

Google ads are very time & location dependent, the fact that it's showing to you might be a bad sign since you are most likely not close to Durban and this seems like an ad you only want to run locally.

Doesn't seem like the issue is he's being outbid by international conglomerates with million dollar budgets.
