Just because someone can notate music incorrectly doesn't mean that sheet music is a poor format.

We can argue all day, but it's often someone else who decides how they want to notate something.

However, I think most of the terminology is at least somewhat self-hinting, and the weird random names are few enough to be memorized or looked up when needed (like all the Italian words to notate dynamics and tempo).

The correct way to notate that is with either a modal key signature a la Bartok or notate it as D with a constant natural on the C, showing that the tonal center is D while clearly notating the departure from the traditional major scale.

Take a bit of time to peruse something like Gardner Read's "Music Notation: A Manual of Modern Practice" with its 400+ pages detailing all the edge cases and tiny details and you'll see just how hard it can be to notate music properly.
