Companies like Booz Allen Hamilton are making buckets of cash selling the government this kind of tech and the contract staff to go with it.

I was interviewing Java developers for Booz Allen when I rant into a candidate that was super-smart but had no hobbies except for coding in his spare time.

McKinsey, Bain, Booz Allen, Accenture, etc.

At least the ones doing consultancy-type contracting on an open-ended contract over a significant period of time do so, whether big consultancies like Technip or Booz Allen Hamilton, or small shops like boutique metallurgy consultancies.

So, he's made a decent case that taking the Booz Allen Hamilton job, while driven by admitted "ulterior" motive, wasn't merely "I'll have a peek at secret info and see who I can 'sell' it to later".

And at this point we still can't prove Snowden did something like this: The secrets he revealed to the world via the media were all (but one) stolen while he worked at Dell, but before leaving the NSA he deliberately took a position at Booz-Allen Hamilton in order to take higher-level ("Tier 3") secrets.

Snowden was apparently earning ~$200k at Dell then took a pay cut to ~$122k to work at Booz-Allen.

The stuff he leaked to Greenwald was from when he worked at Dell, not Booz-Allen.

E.g., Edward Snowden worked for Booz-Allen or some such.
