When a site is the source of many stories marked lightweight, it eventually gets penalized as a lightweight site.

I think the phrase or meme goes like this, "you had one job." The fact that this occurs "all the time" means that either corruption and payoffs are the norm or incompetent people are allowed to keep their jobs and are never penalized for being incompetent.
