The last nybble describes the sign of the overall number.

It’s a typo: he meant 0xa0 or 0x0a and the shift is the four positions to the right to extract the top nybble of the byte.

But most of his recommendations --- many of which distill to "less is more, make careful rather than flashy choices" --- won't cost you a nybble to implement.
