The ad revenue systems you complain about are because people who spend half-time or more working on projects need funding, and Kickstarter/Patreon/etc.

There's nothing wrong with daycare (my eldest went half-time for a year for the social opportunities and because it's free in the UK;-)) but a full-time parent can provide even more variety and social opportunities with the right resources and the right community around them.

The government therefore views the employer as having a perfectly reasonable option in the case where they are truly short of money: fire the employees you can't afford to pay before they work the hours you don't have money for (or something halfway, like giving people a non-optional offer to go down to half-time).
