The proper prefixes for 2^30 and 2^50 are gibi and pebi, not, as you point out, giga and peta.

Most network equipment I've worked with reported throughput with incorrectly labeled kibi/mibi/gibi, and the ISP uses kilo/mega/giga.

The mebi-/gibi-/...-byte (metric) definition was standardized rather late (late 90's).

My tl;dr: it varies, you can never trust it unless it's specified in kibi/mebi/gibi/etc., in which case you know at least it's one camp and not the other.

(Nowadays I use Emacs Calc, but I still add a bunch of my own units, like the binary prefixes like mebi, gibi, etc.) I suspect that a lot more can convert millilightseconds to miles out-of-the-box now at least in part because of the popularity of this story over the past 13 years.
