The total number didn’t matter, what mattered was the intent to destroy Muslim Bosniaks living in Srpska as a group.

Just as Hungarians do not consider Hungarians from Uzhgorod an other nation; ditto Serbs do not consider Serbs from Respublika Srpska another different nation.

The are actually two Serbian states: the independent Serbia with Belgrade as it’s capital and Republika Srpska (a constituent state in Bosnia and Hercegovina).

That being said I do think Northern Serbia should be allowed to join Serbia and Srpska be allowed to join Serbia too.

In comparison the Army of Republika Srpska was convicted of Genocide for killing 8,372 victims out of a population of 1.2 million living in territories controlled by the perpetrators.

The Srebrenica massacre was perpetrated by Srpska forces while the war in Kosovo was waged by Republika Srbija which as a separate event that happened a few years later.

The closest is probably Serbia (but they were merely complicit of a genocide committed Republika Srpska which now only exists as a part of Bosnia-Herzegovina) or Indonesia (which survived as a dictatorship before transforming to Democracy in a revolution 15 years after the East-Timor genocidal rampage; a revolution largely caused by the genocidal behavior).
