Although there is no requirement to carry, there is a requirement to show under certain circumstances ( for non Dutchies, this is classical Dutch consensus, the Poldermodel ).

As for how NL is 'better' than the US: It's a ridiculously small country and very densely populated so what works here would likely not work as well in places like Canada or the US, but as mentioned above I think coalition politics (het poldermodel) is an important part of making sure that minorities do not easily become the football of dominating majorities.

In Holland the unions are kinda compromised anyway in the neoliberal "poldermodel" which means they rub shoulders with the execs and work together.

The Dutch term for the process is "poldermodel", and in English we use "polder model", and everyone here knows it.

Not sure they think of it in exactly those terms (hurray for the Poldermodel); but I'm sure that's a consideration.
