I was thinking Guangdong city, then Guangdong province, then made the jump to Nanning -> Nanning Province.

Nanning is also surprisingly upscale, after going to the rural areas of Guilin, I didn't expect Nanning to be so well developed.

But I did live there in the summer of 2005 teaching in Nanning (the former industrial hub running south to Vietnam, not Nanning the tourist trap).
