You have to handle the inconsistency on the query end, but it's possibly better than micromanaging the index.

You can obviously scale that to enable the amount of micromanaging you desire...

I should add that from what I have heard the culture there is autocratic, and micromanaging at the top.

Maybe if they stopped micromanaging these problems, they would spontaneously solve themselves?

Also, tasks should be sized between half a day to 2 days of work (around 3 to 12 ideal hours) If your scrum board shows a bunch of small tasks less than half-day work, then your team went too far micromanaging and should combine them into single tasks that take no less than half a day to complete.
