One day I walked several blocks in each arrondissement on foot in a single day.

The densest wards are around 20k / km2, while the least dense "arrondissement" in Paris is 17k / km2, with most of them quite above 50k / km2 and more.

The average density of the 20 arrondissements is higher than the 5 boroughs.

For a representative sample of the kind of place I'm talking about, try 'Chez Gladines' in the 13th arrondissement.

It also doesn’t go so well in the Paris outer arrondissements or council estates in England-Scotland, etc.

In fact, 9 of the 20 arrondissements have a higher population density than any of the other French cities[1].

I imagine its the equivalent of building ~80k houses exclusively for the poor in the 6th and 7th arrondissement

They might have solved that problem...I was just there a couple of months ago, and didn't see any sign of a glut of bikes in the lower arrondissements on weekdays.

For example, the 11th arrondissement [1] is 50% larger and 100% denser than Levallois-Perret.
