Reform-minded in a sentence as an adjective

Government at all levels in the US has a lot of problems and getting smart, reform-minded people into it would hopefully help correcting that.

I think it is a mistake and general disservice to lump the imperfect whistle-blower, advocate, and reform-minded cop/judge/lawyer in with his crooked brethren.
