Timorous in a sentence as an adjective

I understand there is a first mover disadvantage to disallowing password-only auth, but that’s on us. Our collective timorous prevaricating is to blame for the misuse of passwords by end users.

But I would never form nor invest in a company that hands out umbrellas when it rains for the same reason I don't sell Gatorade at little league baseball games: limited, fixed market, no barrier of entry, etc. \nIsn't it more likely an MBA considers ideas akin to this, thinks through the angles, and then discards them many times over, such that it appears to the outside observer they are timorous?
