I fully expect my bank to narc on me to the feds at every turn, and screw me hard if I ever have a real problem with them. I expect them to nickel-and-dime me with fees.

I have a feeling you mean drug lords or cartel or drug dealers when you say narc. However, narc is actually a good guy, ie a cop or federal agent enforcing the drug laws.

If not, they will just narc on you to the regulatory authorities... who they are on a first name basis with, as they have known them for years.

A whistleblower informs on the powers-that-be to the public, a narc informs on members of the public to the powers that be. One lets the public or their community decide, the other appeals to an authority to come into the community and take care of the problem.

If you report your neighbor for burning leaves in his yard, you've got to be a narc. Describing people who make anonymous reports to police as whistleblowers seems at least editorial, and at most simply deceptive. edit: a better counter-example might be a defector from the Mafia who reports their illegal activities to the police. Is he/she a whistleblower, or a narc?
